  • ROYAL ORDER.(6)/2003 - DECREE NO. (6) OF 2003 TO FORM THE SUPREME COMMITTEE OF SHEIKH ISA LIBRARY

    We, Hamad bin Isa Al Khalifa, King of the Kingdom of Bahrain.

    After reviewing the Constitution,

    And Royal Order No. (18) of 2008 of establishing the Isa Bin Salman Cultural Centre, as amended by Royal Order No. (32) of 2008,

    And Royal Order No. (19) of 2008 regarding the formation of the Board of Trustees of the Isa Bin Salman Cultural Center, as amended by Royal Order No. (4) of 2015,

    HEREBY ORDERS THE FOLLOWING:
    • Article 1

      Sheikh Dr. Khalid Bin Khalifa Bin Duaij Al Khalifa is appointed as Vice-Chairman of the Board of Trustees of Isa Cultural Centre. His term of office shall be to the end of the term of the current Board of Trustees. He shall also be appointed as the Executive Director of the Centre.

    • Article 2

      Any provision contrary to the provisions of this Order shall be repealed.

    • Article 3

      This order shall come into effect from the date of its issuance and shall be published in the Official Gazette.

  • ROYAL ORDER NO. (16) OF 2015 APPOINTING AN ASSISTANT TO THE EXECUTIVE DIRECTOR OF ISA CULTURAL CENTRE

    We, Hamad bin Isa Al Khalifa, King of the Kingdom of Bahrain.

    After reviewing the Constitution,

    And Royal Order No. (18) of 2008 of establishing the Isa Bin Salman Cultural Centre, as amended by Royal Order No. (32) of 2008,

    And Royal Order No. (19) of 2008 regarding the formation of the Board of Trustees of the Isa Bin Salman Cultural Center, as amended by Royal Order No. (4) of 2015,

    HEREBY ORDERS THE FOLLOWING:
    • Article 1

      Sheikh Dr. Khalid Bin Khalifa Bin Duaij Al Khalifa is appointed as Vice-Chairman of the Board of Trustees of Isa Cultural Centre. His term of office shall be to the end of the term of the current Board of Trustees. He shall also be appointed as the Executive Director of the Centre.

    We, Hamad bin Isa Al Khalifa, King of the Kingdom of Bahrain.

    After reviewing the Constitution,

    And Royal Order No. (18) of 2008 of establishing the Isa Bin Salman Cultural Centre, as amended by Royal Order No. (32) of 2008,

    And Royal Order No. (19) of 2008 regarding the formation of the Board of Trustees of the Isa Bin Salman Cultural Center, as amended by Royal Order No. (4) of 2015,

    HEREBY ORDERS THE FOLLOWING:
    • Article 1

  • ROYAL ORDER NO.(19) OF 2008 WITH RESPECT TO THE FORMATION OF THE BOARD OF TRUSTEES OF ISA BIN SALMAN CULTURAL CENTRE

    We, Hamad bin Isa Al Khalifa,King of the Kingdom of Bahrain,Having reviewed the Constitution,And Royal Order No.(18) of 2008 with respect to the Establishment of Isa bin Salman Cultural Centre,

    HEREBY ORDERS:
    • Article 1

      The Board of Trustees of Isa bin Salman Cultural Centre shall be formed under the chairmanship of H.E. Shaikh Abdulla bin Khalid Al Khalifa, Chairman of the Supreme Islamic Affairs Council and membership of the following:

      1. Dr. Mohamed bin Jaber Al Ansari.
      2. Dr. Faisal bin Radhi Al Mosawi.
      3. Dr. Hasan bin Abdulla Fakhro.
      4. Dr. Mohamed bin Ali bin Al Shaikh Mansour Al Sitri.
      5. Minister of Finance.
      6. Minister of Education.
      7. Minister of Information.
      8. Dr. Mohamed Ali Al Khuzaei.
      9. Executive Director of the Centre.
      10. Director of the National Library at the Centre.

      Their membership shall be for a four-year term commencing from the issue date of this Order.

      This Order shall come into force from the date of its issue and be published in the Official Gazette.

  • ROYAL DECREE NO.(23) OF 2008 WITH RESPECT TO APPOINTING AN EXECUTIVE DIRECTOR OF ISA BIN SALMAN CULTURAL CENTRE

    We, Hamad bin Isa Al Khalifa,King of the Kingdom of Bahrain, Having examined the Constitution,And Royal Order No. (18) of 2008 with respect to the Establishment of Isa bin Salman Cultural Centre,And Royal Order No. (19) of 2008 with respect to the formation of the Board of Trustees of Is bin Salman Cultural Centre,

    HEREBY ORDERS THE FOLLOWING:
    • Article 1

      Mr. Khaldoon Ali Abahussain shall be appointed as Executive Director of Isa bin Salman Cultural Centre with the rank of an Undersecretary.

  • ROYAL ORDER NO.(32) OF 2008 WITH RESPECT TO AMENDING CERTAIN PROVISIONS OF ROYAL ORDER NO.(18) OF 2008 WITH RESPECT TO ESTABLISHING ISA BIN SALMAN CULTURAL CENTRE

    We, Hamad bin Isa AL Khalifa,King of the Kingdom of Bahrain, Having examined the Constitution, And Amiri Order No.(53) of 2001 with respect to the Re-organisation of the Amiri Court, as amended by Royal Order No.(5) of 2002,And Royal Order No.(18) of 2008 wit respect to the Establishment of Isa bin Salman Cultural Centre,

    HEREBY ORDERS THE FOLLOWING:
    • Article 1

      The name of Isa bin Salman Cultural Centre indicated in Royal Order No.(18) of 2008 with respect to the establishment of Isa bin Salman Cultural Centre shall be renamed to become "Isa Cultural Centre".

    • Article 2

      Clause (6) of Article (3) of Royal Order No.(18) of 2008 with respect to the establishment of Isa bin Salman Cultural Centre shall be amended to become as follows:

      6. Head office of the General Secretariat of Isa Human Sciences award.

    • Article 3

      This Order shall come into force from the date of its issue and be published in the Official Gazette.

  • ROYAL ORDER NO.(9) OF 2009 WITH RESPECT TO ESTABLISHMENT OF HUMANITIES AWARD

    We, Hamad bin Isa Al Khalifa, King of the Kingdom of Bahrain,having examined the Constitution,and Royal Order No.(18) of 2008 with respect to Establishing the Isa Cultural Centre, and in commemorating the late Shaikh Isa bin Salman Al Khalifa and in appreciation and gratitude to his historical role in building up the modern state in Bahrain together with the human relations and close ties characterized by his era which combined between him, members of his nation, brothers from the GCC states, Arab and friendly states for what Bahrain and its people are characterized with such as tolerance interaction and moderation,

    HEREBY ORDERS THE FOLLOWING:
    • Article 1

      There shall be established an award to be called “Humanities Award” and His Majesty shall be its Honorary Chairman.

    • Article 2

      The award shall be of an Arab and international nature and shall be given every three years for the best research in the field of the humanities.

    • Article 3

      The Award shall have a board of trustees comprising a chairman, deputy chairman, and at least five members to be appointed by a Royal Order for a four-year renewable term.

    • Article 4

      The Board of Trustees shall be entrusted with drawing up the general policy and everything related thereto particularly the following:

      To determine the award’s subject in every term provided announcement shall be made at least one year prior to its award.

      1. To approve the award’s standards and conditions together with the progress of work business at the Award’s General Secretariat.
      2. To form a technical arbitration board in every term comprising sufficient number of scientific experts in the award subject whether from inside or outside the Kingdom of Bahrain to undertake the evaluation of researches nominated to receive the award and select the best on subjective and scientific bases.
      3. To plan, follow up and evaluate achievements for the purpose of improving the Award and achieving its objectives.
      4. To withhold the award if the submitted researches do not rise to its standards.
      5. To acknowledge and publish resolutions concerning granting the award.
      6. To supervise the Award’s General Secretariat.

    • Article 5

      The Board of Trustees shall meet upon the summons of its Chairman and its meeting shall be considered valid if attended by the majority of its members provided the Chairman or his Deputy shall be amongst them. The resolutions of the Board shall be adopted by the majority votes of members present, and in case of a tie, the Chairman shall have a casting vote.

    • Article 6

      There shall be formed a General Secretariat to undertake the Award’s administrative and financial affairs and shall have a Secretary General and assistant secretary general to be appointed by a Royal Order for a four-year renewable term. They shall be assisted by a number of officers to be appointed or seconded by a resolution of the Secretary General after prior approval from their employees authorities.

    • Article 7

      Selection for receiving the Award shall be made by a committee comprising at least five prominent members to be selected by the Board of Trustees from inside or outside Bahrain to carry out the selection of eligible candidates to receive the Award.

      The Committee shall, for the purpose of selecting candidates to receive the Award, communicate with scientific, research and cultural organisations and literacy associations.

      The Committee shall not accept political individuals, societies or parties.

    • Article 8

      The Award shall not be given to a work which already won an Arab or foreign award.

    • Article 9

      A person who is nominated to receive the Award shall submit his CV which will include his personal and academic details on the nomination form to be prepared by the General Secretariat and in accordance with the details listed therein, and will sign a statement accepting the arbitration results and conditions determined by the Board of Trustees.

    • Article 10

      The General Secretary shall collect the winning researches and publish them in a book or more, or publish them through any media or scientific facilities.

    • Article 11

      The Award shall be a cash prize whose amount shall be determine by a Royal Order. The winner will be given the Award, a certificate of appreciation and a medal. All shall be done at the ceremony under the patronage of his Majesty the King.

    • Article 12

      This Order shall come into effect from the date of its issue and be published in the Official Gazette.

  • ROYAL ORDER NO. (13) 2013 OF REFORMATION OF THE BOARD OF TRUSTEES OF ISA CULTURAL CENTRE

    We, Hamad bin Isa Al Khalifa, King of the Kingdom of Bahrain.After reviewing the Constitution,Royal Order No. (18) 2008 of establishing the Isa Bin Salman Cultural Centre, amended by Royal Order No. (32) 2008,And Royal Order No. (19) 2008 regarding the formation of the Board of Trustees of Isa Bin Salman Cultural Centre,

    HEREBY ORDERS THE FOLLOWING:
    • Article 1

      The Board of Trustees of Isa Cultural Centre shall be reformed under the chairmanship of HH Sheikh Abdullah bin Khalid Al Khalifa, Chairman of the Higher Council for Islamic Affairs, and membership of:

      1. Dr. Mohammed bin Jaber Al-Ansari.
      2. Dr. Faisal bin Radhi Al-Musawi.
      3. Dr. Hassan bin Abdullah Fakhroo.
      4. Dr. Mohammed Ali bin Sheikh Mansour Al-Sattari.

  • ROYAL ORDER NO. (4) OF 2015 AMENDING CERTAIN PROVISIONS OF ROYAL ORDER NO. (18) OF 2008 OF ESTABLISHING THE ISA BIN SALMAN CULTURAL CENTRE.

    We, Hamad bin Isa Al Khalifa, King of the Kingdom of Bahrain. After reviewing the Constitution,And Royal Order No. (18) of 2008 establishing the Isa Bin Salman Cultural Centre, amended by Royal Order No. (32) of 2008, And the Royal Order No. (19) of 2008 regarding the formation of the Board of Trustees of Isa Bin Salman Cultural Centre,

    HEREBY ORDERS THE FOLLOWING:
    • Article 1

      The Article (1) and (2) of the Royal Order No. (18) of 2008 of establishing the Isa Bin Salman Cultural Centre shall be replaced by the following text:

      1. The Centre shall have a Board of Trustees consisting of a Chairman, a Vice-Chairman and at least nine members, to be appointed by a Royal Order for a term of renewable-four years, as the following:

      A. Ministers of Finance, Education and Media Affairs.< br /> B. The Executive Director of the Centre.
      C. Director of the National Library.
      D. Other members with scientific and cultural experience.

      2. The Vice-Chairman shall preside over the meetings of the Board of Trustees in the excused absence of the chairman.

    • Article 2

      This Order shall come into force from the date of its issue and be published in the Official Gazette.

    We, Hamad bin Isa Al Khalifa, King of the Kingdom of Bahrain. After reviewing the Constitution, And Royal Order No. (18) of 2008 of establishing the Isa Bin Salman Cultural Centre, and its amendments,

    HEREBY ORDERS THE FOLLOWING:
    • Article 1

      Mr. Mohamed Hassan Al Gharib is appointed as Assistant to the Executive Director for Administrative Affairs at Isa Cultural Centre in the rank of Assistant Undersecretary.

  • ROYAL ORDER NO. (31) OF 2015 OF ESTABLISHING AND ORGANIZING THE NATIONAL ARCHIVES

    We, Hamad bin Isa Al Khalifa, King of the Kingdom of Bahrain. After reviewing the Constitution, And Law No. (22) of 2006 of the Protection of Copyright and Related Rights, as amended, And Law No. (16) of 2014 of the Protection of State Information and Documents, And Royal Order No. (18) of 2008 of establishing the Isa Cultural Centre, amended by Royal Order No. (32) of 2008,

    HEREBY ORDERS THE FOLLOWING:
    • Article 1

      A center called "National Archives" is to be established at the Isa Cultural Centre, with the aim of collecting the public documents and supervising their preservation and archiving in accordance with the scientific principles of archiving, and organizing their circulation to researchers and others who wish to benefit from them.

    • Article 2

      The National Archives shall be responsible for carrying out all tasks and activities for which the objectives are achieved, and to take the relevant procedures, including the following:

      1) Gathering, cataloging and indexing public documents and archives, preparing data and guidance thereon, and regulating their circulation.

      2) To protect the public documents from damage, repair and repair the damage they may suffer, and use the necessary procedures and means of maintenance and safety.

      3) Provide data and information on public documents, and provide research areas for researchers and others who wish to benefit from the information material acquired by the archive.

      4) Supervising the destruction of public documents that are determined to be destroyed in accordance with the regulations prescribed in this regard.

      5) Provide the necessary advice to government bodies regarding the rules governing the organization of public documents in their possession.

      6) Provide the necessary advice to the local authorities upon request regarding the procedures and precautions necessary to protect their documents from damage factors.

      7) Organizing seminars, conferences, training programs and workshops related to the objectives of the National Archives, or participating in any of them, in cooperation and coordination with the concerned authorities.

      8) Any other tasks related to the objectives of the National Archives entrusted by the Board of Trustees of the Isa Cultural Centre. The documents and archives of the Royal Court, the Crown Prince Court, the Bahrain Defense Force, the General Security, the National Guard and the National Security Agency are exempt from the foregoing.

    • Article 3

      The Board of Directors of Isa Cultural Centre shall manage and administrate the National Archives and shall, in so doing, do the following:

      1) Proposing the general and detailed plans of the National Archives, its programs and projects, and supervising its implementation after being approved by the Board of Trustees of Isa Cultural Center.

      2) To propose the internal regulations necessary for the conduct of the technical, administrative and financial, affairs of the national archives, and supervise the implementation, thereof after being approved by the Board of Trustees.

      In order to carry out its functions, the Board of Directors may contact the ministries, public authorities and others, and it may seek the assistance of specialists, professionals and qualified experts, in the government or outside it.

    • Article 4

      The National Archives shall have a one-numbered financial credit that included within the budget of Isa Cultural Centre.

    • Article 5

      The Board of Trustees of the Issa Cultural Center receives from the Board of Directors a semi-annual report on the activity of the National Archives, including its most prominent achievements, obstacles and proposing the most important solutions to avoid them.

    • Article 6

      This order shall come into effect from the date of its issuance and shall be published in the Official Gazette.
